Prof. Anita Patra comes with over 20 years of experience in academia. She has a proven track record of administration in holding various positions like Dean Faculty Development, PGP Coordinator, School of Management, Dean School of Engineering and Technology in Centurion University of Technology and Management (CUTM). She has a keen interest in women entrepreneurship and rural entrepreneurship. Prof. Supriya Pattanayak

Supriya Pattanayak comes with over 25 years of experience in the development sector and academia. She has earned a reputation of being a highly competent professional working with Bilateral, Multilateral, Government and non-government organisations. She has demonstrated excellent relationship management skills with multiple stakeholders for policy advocacy and good program management skills. She has specifically provided advisory support in all programs on social development and governance aspects. She has maintained oversight of all DFID programs in the State of Odisha over the past 15 years. She has taken on increasingly challenging roles in planning, implementing, monitoring and evaluating large programs with a focus on results.

In addition to this, Supriya maintains her interest in academics, being involved in teaching/ training/ supervision, research and conducting study tours across several continents. Presently Supriya holds the position of an Adjunct Professor at the RMIT University, Melbourne, Australia and is a Research Fellow at the St Petersburg State University, Russia. State Representative, Odisha

The Department for International Development (DFID), leads the UK government‟s fight against world poverty. Through its network of offices throughout the world, DFID works with governments of developing countries, charities, non-government organisations, businesses and international organisations, like the United Nations, European Commission and the World Bank, to eliminate global poverty and its causes. DFID also responds to overseas emergencies.

State Representative, Odisha

This job mainly involved relationship management with multiple stakeholders including Government, Non-Government, Private Sector, Academic Institutions and other Development Partners. I represented DFIDI in a variety of forums such as workshops, conferences, donor meetings, sectoral support programs, procurement, etc. The DFIDI programs in the state of Odisha that I supported included the Public Sector Reform Program, Public Enterprise Reform Program, Support to the Poverty Task Force and Poverty Monitoring, The Odisha Civil Society and Poverty Program, Support to the Implementation of the Industrial Resolution Policy, R&R, Capacity Building of PRI‟s, The Health Sector Support Program (including Nutrition and WASH), Odisha Girls Incentive Program, Support to Odisha Climate Change Action Plan, The Reconstruction of Schools Program, The Western Odisha Rural Livelihoods Program, The Odisha Tribal Empowerment and Livelihood Program, Land Rights and the Center for Modernizing Government Initiative. My role involved monitoring the programs and supporting the evaluation of the same, from social, economic and environmental impacts.

I helped the team to develop state assistance plan (2011-15), supported the finalisation of business cases and submission of new proposals on Education and Urban Programs. I organized state aid talks, maintained oversight on implementation using the project cycle management principles and monitored results of all programs. Also, I helped the team to develop project logframes with a strong focus on results and Value for money.

I was responsible for, as program officer, the implementation of the Odisha Civil Society and Poverty Program. I also provided the lead to Govt of India‟s “Call to Action-Child Survival” program in Odisha; facilitated Development Partner‟s coordination to support implementation in 10 high priority districts and liaised with GoO to develop a robust plan of implementation to address gaps in services.

Delivered two core social work units Community Development (face to face and distance mode) and Social Work Research (entirely by distance). Prepare the study material for the distance mode delivery of the Community Development Course. I was also involved in the development of a new unit, rural social work. One of my other significant responsibilities was to support both International and Domestic Students on placement, a mandatory requirement for Social Work. For this I had to put in place and formalize/ institutionalise the processes for international student placement in the Social Work Program. I participated in the policy dialogue regarding international field placements by being a member of the Combined Schools of Social Work, an innovative approach to collaborative working for field education in Social Work.

Social Development Analyst

I supported decentralized health decision making through the formation and operationalization of Village Health Committees and Block Level Committees. I contributed to the development of Health Vision 2010 and prioritized action plans for the health sector in Odisha. I supported intersectoral coordination initiative by bringing together senior officials from various departments to discuss the issue of health on a single platform. Also identified areas of research and initiated collaborations with other Government and non-government organizations. I supported the replication of success stories from other states in India (keeping in mind local specificities) in terms of improved service delivery with special focus on access and control by women and other disadvantaged groups. As Member of the task force set up by Government of Orissa to review the damage caused to health facilities following the supercyclone of 1999, toured several districts and assessed the extent of damage. I also supported the structural and functional review of the health sector.

I supported the formulation and establishment of RMIT International Community Exchange Program (RICE), an exchange program for international students to visit and engage with regional and rural Victoria. This was an immersion program for international students but had great ripple effects for regional and rural Victoria, who had little exposure to persons from varied cultural and ethnic backgrounds. I was also engaged in teaching of intercultural and cross cultural subjects to international students and staff of international division and in various context subjects.

My primary responsibility was to evaluate the Mahila Samakhya component of Samuday, a Voluntary Organization in the State of Bihar and submit a report. The society of Rusera in Samastipur district was extremely feudal in its structural composition and assessing the impact (benefits) on women (SC and ST) of the Mahila Samakhya program was well worth the exercise.

Medical Social Worker

I was engaged to manage the „Handicapped Program‟ of UNHCR in India. This involved assessment of various disabilities; planning for treatment and rehabilitation of persons who had been in conflict situations where their physical security was threatened and involved liaising with various Governmental and Non-Governmental Organizations. Home visits to the residence of refugees for follow-up were integral to the program. Central to my role was the counseling of disabled persons and their families. I was also responsible for recommending individuals/ families for financial and other assistance where necessary.

Prof. D.N.Rao

D. Narsimha Rao has come to Orissa in the year 1989 from IIM Kolkatta campus to work in the drought prone district of Kalahandi. As a student he visited the district to understand the dynamics of drought. Kalahandi hit the national headlines during that time due to the child selling episodes by the drought stricken. He has joined there as a Young Professional, a scheme started by the Rajiv Gandhi government to attract young professionals to work in the development sector.

Since then, he has worked in length and breadth of Orissa with the government, NGOs like Gram Vikas and institutions like XIM Bhubaneswar. He has left XIMB in 2005, to co-found the Centurion Group of Institutes, which have their base in the naxal infested South Orissa region

  • Prof Narasimha Rao has worked across the core sector in areas of rural development and upliftment. He has been a social advisor on “Project Water” funded by the Indo – Canadian Water Facility.
  • He has also been the social advisor for the study on establishing baseline for the measurement of socio-economic impact of the power sector reforms in Orissa.
  • He has been the Project Leader for the project on Mapping Food insecurity areas and identifying families at risk of starvation. (The project was funded by Hunger Foundation and the client was OSDMA, Government of Orissa).
  • Prof Rao has been the local team leader for the Institutional Analysis and Design study for the “Western Orissa Rural Livelihoods Project” funded by DFID. During the span of 4 years from 1989-1993, he has managed many development projects aimed at improving the incomes of tribals and other poor people in some of the most backward districts of Orissa.
  • Prof. Rao has extensive experience in monitoring and evaluation of development sector projects. He was the head of CENDERET, XIMB for 3 years. CENDERET was a resource support institution which at one time used to channelise development funds from 8 international NGOs for projects in Orissa.
  • Prof. Rao has done consultancy/ worked for the DFID, USAID, World Bank, BfW, CORDAID, ICEF and many other donor funded projects. He has also consulted for many energy services companies such as BSES, Reliance Energy, APTransco, KPTCL and NPCL.
  • He has also provided his expertise for mining companies like BHP, Australia, Continental Resources, CANADA.
  • Prof. Rao has played a major role in coordinating the relief and rehabilitation support after the Super Cyclone in Orissa.
  • He was one of the lead advisors for the micro-privatisation initiative in the power sector in Orissa (partly funded by DFID and partly by BSES), Karnataka, Andhra Pradesh and NOIDA. The DFID funded initiative was in the poverty stricken areas of the KBK region. It introduces and works on the concept of community participation in public service delivery mechanism, emanating from the 73rd / 74th Constitution Amendments which was empowering Village Panchayats.
  • Prof. Rao has worked extensively in the areas of access to energy, water and energy nexus, energy efficiency measures, DSM and other demand side issues in rural power supply. He has experience of promoting non grid solutions especially using solar power.
  • Prof Rao was well versed in the local language (Telegu, Oriya) which was an important aspect when dealing with Village Panchayats at the local level.
  • In his present position, he was a co-promoter of the Centurion Group of Institutes which has promoted a host of management and technical institutions in Orissa.

CO-PROMOTER OF CENTURION GROUP OF INSTITUTES;
  • The group believes in using educational institutions as a local social and economic change hub. The institutes engage with the community with a focus on bringing lasting change in the area of social as well as economic development.
  • The group is pioneering a unique large scale skill building venture for school drop outs in naxal infested districts of Orissa. The group has promoted a host of special purpose vehicles aimed at skill building, providing escorting services, rural market access services as well as micro finance ventures.
  • Innovation was the key to all the interventions and the group believes in finding innovative solutions to difficult problems.
Coordinated CENDERET, the development extension wing of XIMB for 3 years
  • CENDERET works in most of the districts of Orissa in Partnership with NGOs and Panchayat representatives. It mainly concentrates on capacity building. Some of the areas of intervention have been Micro Planning, Enterprise promotion, Self Help groups’ promotion, Joint forest Management interventions with focus on community participation.
  • He coordinated many national and international research as well as consultancy assignments.
  • He developed a five stage “empowerment measurement frame work” which was adopted by the NGOs and Mission Shakti of government of Orissa.
  • Worked with Gram Vikas, a leading NGO for four years in two of the most remote tribal regions of Orissa
Micro – Privatization project in rural power distribution
  • Prof was one of the Project Directors on this assignment which was implemented in 4500 villages in Orissa (in some of the most under developed areas of the State) and 4500 panchayats of Karnataka. He coined the term “Gram Vidyut Pratinidhi” and along with other colleagues developed the spade work for the electricity franchising policy in India. The model was now incorporated into the national rural electrification policy
  • The project aims at introduction of performance contracts at the 11 kV feeder level for revenue cycle activity management. The private entrepreneurs will be helped by the Village Electricity Committees in managing the activities at the village level. The project starts with a social intervention and ends in drawing up performance contracts for revenue cycle management at the feeder level.
  • Typically the intervention for any particular feeder takes about 12 months for implementation. In Karnataka, the project was exploring the arrangements in IP set dominated sections.
  • It was also exploring the water-energy nexus in these areas. The intervention was partly funded by the electricity utilities and partly by DFID.

  • Joined as a young professional in DRDA, Kalahandi from IIM Kolkatta campus in the year 1989
  • This was a special initiative of the Government of India to improve project management capabilities of the District Rural Development Agencies. Kalahandi hit the national headlines due to the starvation deaths and child selling cases in 1987. Dr. Mishra in his endeavor to explore entrepreneurial capability, as a Director of Consulting Firm along with three professors had taken over the management of one Engineering College in 2005. The engineering college (Jagannath Institute for Technology & Management (JITM), Paralakhemundi) located in a remote rural area of the poorest district of Orissa, is All India Council for Technical Education (AICTE) approved. At that time, it had seven academic departments and 420 seats, and was faced with reduced intake, poor academic performance and placement problems. Dr. Mishra has taken it as a mission of life and real time personal social responsibility to turn around this college and place it at a national level through qualitative improvement in curricular, co-curricular and extra-curricular activities. 

Dr Mishra’s career started in the corporate sector, where he has worked for over 18 years in various positions, the most noteworthy of them being in the Marketing Department at Hindustan Petroleum Corporation Ltd., India (a fortune 500 MNC), The Industrial Development Corporation of Orissa Limited, India and at Kinhill Engineers Pvt. Ltd., Melbourne, Australia. The responsibilities included branding, strategy, pricing, quality control, CSR issues and finally Industrial Relation problems. This provided an analytical framework and expertise to comprehend the existing problems and issues and anticipate the future threats.

  • Engaged with export market of cement and chrome ore and import of cooking coke, which are finalised after extensive negotiation both at home and with international agents

  • December 1987 to July 1995 Hindustan Petroleum Corporation Ltd. (HPCL), Ministry of Petroleum, (A Government of India Corporation). Dr. Mishra was a permanent employee in the Marketing Division of HPCL since 1987 during which time held a variety of positions. His roles included administration, formulation of marketing strategies, coordination and taking policy decisions at regional and zonal level for enhancement of HPCL’s market share in retailing and bulk selling.

  • Ensured continuous and uninterrupted supply of petroleum products to various retailing points and industries throughout India. He has had to develop marketing strategies for petroleum products such as Motor Spirit (87 and 93 octane) (MS), High Speed Diesel (HSD), Furnace oil (FO), Low sulphur High Speed (LSHS) Naphtha, Bitumen, Liquefied Petroleum Gas (LPG), all grades of lubricants, commissioning of Retail Outlets, LPG Agencies, Superior Kerosene Oil (SKO) Dealerships.
  • Prepared business plans including forecasting of sales, revenues, costs, discounted cash flow analysis, etc. He was also responsible for developing various innovative ideas in advertising of lubricants.
  • Merchandised various products in the retail network of HPCL.
  • Surpassed the targets in the marketing and sales of allied products such as tyres (MRF), batteries (Exide) and accessories (automobile).
  • Enhanced the market share by 150-200% in each region that he worked in and won over the accounts of many major Government and private multinational organizations in India.

  • September 1986 to December 1987, Utkal University, Orissa, Dr. Mishra held the position as University Research Scholar in the Post Graduate Department of Analytical and Applied Economics and carried out a study on the “Role of Commercial Banks in the Economic Development of Orissa”. During this period he was extensively involved in teaching Monetary Economics and International Monetary Management to Postgraduate Students. Library rules:

Access Policy:

  • Identity Card is compulsory for getting access to the Library.
  • All registered students, scholars, staff and faculties of CUTM, are eligible for Library membership.
  • Library may consider the temporary membership for visiting faculty on special request with due approval from the higher authority.
  • The access to digital library inside the library premises is only for one hour per user or till next user comes.

Discipline In The Library:

  • Library users to sign in the log book prior to using the library resources.
  • Strict silence is to be maintained. Gossiping and discussion of any kind inside the library is strictly forbidden.
  • Any attempt of marking, highlighting, underlining, writing upon, folding, cut, rip or removing pages will be considered mutilation of library material. The borrower will be held responsible and the incidents of theft or mutilation will be reported to University authorities and a fine is imposed as per the discrimination of librarian.
  • Personal belongings, Textbooks, Printed materials, files /folders and Issued books are not allowed inside the library. All these are to be kept by the user at the property counter with his own risk.
  • Any verbal or physical abuse against the library staff shall be treated as a violation of the University’s code of conduct and a fine will be imposed accordingly
  • Refreshment of any kind shall not be taken inside the library premises.
  • Arrangement of chairs shouldn’t be disturbed inside the library.
  • Electronic gadgets like Mobile, Laptop, Tab etc., are allowed for e-learning. However, any disturbance or noise from the gadgets is liable to a fine or cancellation of member ship.
  • Photocopying of complete books or journals is strictly prohibited as doing such is a deed of violating copyright act.
  • The library management reserves all right to suspend or withdraw library privileges from any members without any notification.
  • Each student shall obtain no dues certificate from the librarian when there is officially essential

Circulation Policy:

  • The identity card itself is a Library membership card, without which books will not be issued
  • The borrower is only responsible for the books issued against his/her card.
  • Materials borrowed from the library should be returned on or before the due date; otherwise overdue fine will be charged as per the rule.
  • Borrowers are instructed to check the books while borrowing; they will be responsible for any type of damage or mutilation noticed at the time of return, unless these are brought to the notice of the Librarian at the time of issue.
  • The reference books will not be issued to anybody with any circumstances; this has to be referring inside the library only.
  • Night issued books are to be retuned before 10.30 a.m. of next working day; otherwise late fine will charge as per the library rules.
  • The librarian may recall any book from any member at any time and the member shall have to return that book immediately
  • If the books are lost, then the borrower will have to replace the books of the same edition or latest edition or pay twice the cost of the books after getting permission from the librarian. If the lost book is a part of a series or volume set then the user have to replace the total series/ set, along with the overdue fine.
  • No journals, Magazines will be issued to any user.
